On 9-18-2018, the Emmet County Sheriff’s Office received a report of possible builder fraud occurring in Readmond Twp., Emmet County. According to Undersheriff Keiser, the suspect was identified as James Russell, a Petoskey resident. Russell owns and operates JPR Builders. Information and evidence obtained in the investigation was submitted to the Emmet County Prosecutor’s Office. Investigators obtained an arrest warrant for Fraudulent Use of Building Contractor Fund, a Felony punishable by 6 months to 3 years. On 10-4-18, Russell was arrested and released after he posted a $10,000.00 cash/surety bond.
